Customer perspective. Executive judgment. Disciplined capture.
Rick Allbritton knows how the government buys because he spent his career as the customer. A retired U.S. Army Colonel with 39 years of active federal service, he has defined requirements, weighed risk, judged contractor credibility, and lived with the results of the solutions his organizations chose. He directed enterprise-scale facilities and logistics operations across more than 100 installations worldwide, delivering $45 million in documented savings and expanding industry partnerships by $19 million within a $500 million defense-industrial enterprise. That experience shapes every pursuit decision he helps clients make.
In industry, Rick led capture management across a $1.6 billion federal opportunity portfolio. He helped executives decide where to compete, when to walk away, and how to win the pursuits worth chasing. He is a certified Project Management Professional (PMP) and a Shipley-trained executive specializing in capture strategy, strategic business development, and proposal leadership, the industry's leading method for winning federal contracts. Rick also holds three graduate degrees, including a Master of Science in National Resource Strategy from the Eisenhower School for National Security and Resource Strategy.
As founder of Blue Sky Enterprise Solutions, Rick helps small and mid-sized government contractors choose the right opportunities, sharpen their competitive position, and submit proposals that evaluators find credible. His approach is disciplined and practical: invest where the odds justify it, commit only to what you can deliver, and build plans grounded in the customer's mission.
