Best For
Companies responding to federal, state, or local solicitations
Teams developing or improving technical and management narratives
Organizations coordinating multiple proposal volumes
Contractors seeking independent draft review and compliance assessment
Leadership teams needing visibility into submission readiness
Support Across Proposal Volumes
Technical & Management: Develop or refine execution approaches, staffing, transition, quality controls, management narratives, and supporting graphics.
Cost / Price: Organize client-provided pricing inputs, develop basis-of-estimate narratives, document assumptions, and check consistency among staffing, technical commitments, and pricing schedules.
Past Performance: Select relevant client-approved projects, develop narratives, map experience to requirements, and organize references and supporting evidence.
Contracts / Administrative: Organize required forms, amendment acknowledgments, representations, signatures, attachments, and submission checklists.
Volume names, numbering, and organization follow the specific solicitation. The objective is one coordinated response whose volumes support the same solution, assumptions, and commitments.
Key Deliverables
Solicitation and amendment review, including evaluation criteria and submission instructions
Compliance matrix connecting requirements to response sections, owners, and evidence
Proposal outline, assignments, development schedule, and review milestones
Review and refinement of selected narratives, executive summaries, win themes, and differentiators
Staffing, transition, and past-performance alignment assessment
Cross-volume consistency review for the sections included in scope
Prioritized findings and corrective actions with accountable owners
Executive readiness dashboard, findings briefing, and submission checklist
The agreed scope defines the volumes, sections, page count, graphics, review cycles, and level of writing support included. Review and coordination, selected drafting, and full volume development are distinct levels of support. Full proposal development is scoped and priced separately.
Optional Additional Support
Drafting or rewriting selected proposal sections
Custom technical, management, staffing, and transition graphics
Resume and past-performance narrative development
Facilitated proposal reviews and comment resolution
Document formatting and production support
Oral presentation development and rehearsal
Specialized pricing-model development is included only when the necessary expertise is expressly part of the engagement. Additional services require an agreed scope and may incur additional fees.
Capture & Positioning Value
Carries the pursuit strategy into the response, strengthens evaluator alignment, reinforces supportable differentiators, and connects delivery commitments to staffing, evidence, and pricing assumptions.
Client Outcome
A clearer, more coordinated proposal and an actionable plan for resolving submission gaps. Leadership can see what is complete, what remains unresolved, who owns each correction, and what must be verified before authorizing release.
Readiness findings support informed decisions; they do not predict or guarantee contract award.
What We Need From You
To organize, develop, or assess your response, please provide:
Complete solicitation, attachments, amendments, and available questions and answers
Submission deadline, delivery instructions, and internal review milestones
Company capabilities, proposed solution, and relevant supporting experience
Staffing plans, resumes, teaming responsibilities, and transition assumptions
Existing draft volumes, outlines, graphics, and review comments, if available
Approved past-performance information and reference permissions
Client-approved pricing inputs, estimate assumptions, and required schedules when pricing support is included
Required administrative forms and authorized-signatory information
Primary point of contact and the person authorized to approve scope and final release
A completed draft is not required for planning or development support. Work performed before solicitation release is preliminary and must be reassessed when requirements are issued. Blue Sky confirms the required inputs and level of support before work begins. The client retains responsibility for factual accuracy, final pricing, certifications, contractual commitments, and submission authorization.
Blue Sky schedules engagements based on current workload, project scope, complexity, and receipt of required client materials. Payment does not reserve a place in Blue Sky’s project queue or guarantee a specific start or delivery date. Scheduling begins after Blue Sky accepts the engagement in writing, confirms the scope, receives the required payment, and obtains necessary client materials. We confirm anticipated start and delivery dates after acceptance and scope validation. Please disclose the solicitation deadline and internal review dates when requesting support.
Pricing & Engagement Terms
Final pricing depends on project scope, complexity, required source materials, delivery timelines, and the level of professional support requested. Full payment or the required deposit initiates an engagement request; it does not guarantee immediate availability or a specific delivery date.
All engagements are subject to Blue Sky’s written acceptance, scope confirmation, and available scheduling capacity. Additional services, expedited delivery, or revisions beyond the agreed scope require prior approval and may incur additional fees.
If Blue Sky cannot accept a prepaid engagement, it will refund any unearned amount. Blue Sky Enterprise Solutions’ Professional Services Terms govern all engagements.
